The European Union (EU) developed its Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan in 2003, which sets out a range of measures to: tackle illegal logging by improving forest governance; strengthen people’s tenure rights; develop a licensing scheme that assures that timber has been legally produced; and establish a system to independently Introduction 3 monitor implementation. In spite of this initiative on the part of the EU, it seems that forestry governance remains a considerable concern for REDD+ as indicated by the World Resources Institute (WRI) in February 2009.
